The A. M. Qattan Foundation is seeking to recruit a highly motivated individual for the position of Project Manager to manage the “Visual Arts: A Flourishing Field” (VAFF) project, an A. M. Qattan Foundation project managed by the Foundation’s Culture and Arts Programme and funded by the General Consulate of Sweden/Development Cooperation Section. The description of this position is as follows:
Position Type: Fixed-term contract for 4 years

Line of Responsibility: Director of the Culture and Arts Programme (CAP)
Job Objectives:
- To develop and manage all aspects of the VAFF project — including the sub-granting process and relevant interventions, with all preparatory work, follow up and reporting.
- To build knowledge of the Foundation’s vision, mission, values, objectives and procedures, and of the VAFF project’s objectives, work scope and methodology.
Detailed Tasks & Responsibilities:
- Review and build in-depth knowledge of all relevant VAFF project issues, including but not limited to: the visual arts scene, local arts institutions, the project’s logical framework and agreement.
- Use a participatory approach to ensure full engagement of all relevant partners.
- Develop the VAFF 4-year work plan and detailed annual work plans and budgets in coordination with the relevant staff.
- Develop the terms of reference (TOR) for external consultants (e.g. jurors, art professionals, trainers, auditors, etc) and follow-up and monitor progress of outsourced services in coordination with the CAP director and relevant staff.
- Suggest and contact external consultants, ensure efficient coordination of their work and follow-up on their recommendations.
- Plan, implement and evaluate different possible interventions, including: capacity building activities, mid-term reviews, public events, etc.
- Follow-up with beneficiaries to ensure timely and complete submission of the required reports, including progress reports, final technical and audited financial reports.
- Prepare the Grant Implementation Agreements through close interaction with the project beneficiaries, and follow up signing.
- Manage & coordinate the Grant Implementation Cycle in close interaction with the project partners and other relevant staff.
- Follow up progress and challenges through regular communication with beneficiaries, partners and field visits, ensuring that communication materials, field visit reports and documentation materials are gathered and properly filed.
- Contribute to the development of the Foundation’s relationships and partnerships with the cultural scene, and with Arab and international art institutions and professionals.
- Ensure timely submission of beneficiaries’ reports, using the approved reporting template.
- Prepare the project reports, communication and publicity materials in close coordination with CAP Director and the relevant staff.
- Manage the project staff to ensure efficiency, quality and compliance with the Foundation’s policies and procedures.
- Any other work-related tasks.
Skills/Qualifications:
1. University degree in cultural management, business administration, or any related field in the human sciences.
2. At least 7 years of work experience in cultural management, grant-making or other relevant field.
3. Good interest in and knowledge of the arts and culture scene in Palestine, and the region at large.
4. Excellent Arabic and English language skills, both spoken and written.
5. Excellent knowledge and command of Microsoft Office computer programs.
6. High communication skills and good ability for networking and working within a team.
7. Practical and analytical working style, with attention to details and record keeping.
8. Excellent time management skills.
