Yaqoub Al-Yousef is a graduate of the American University in Beirut, holding a Certified Public Accountant (CPA) credential earned in the United States in 1980. He played a pivotal role in establishing and managing the Deloitte Middle East office in Palestine, serving as its manager from 2005 to 2017. His profound knowledge of the financial and banking sector, coupled with practical experience in auditing and consultancy for both profit and non-profit companies, makes him a valuable asset.
In 1994, Yaqoub was a member of the Palestinian delegation involved in negotiations for the transfer of tax authorities to Palestinians. His significant contributions led to the establishment of the Tax Authority in Palestine as part of an International Monetary Fund (IMF) mission.
